It is bigger than bullies because they are a dangerous subset of the "I win, you lose" cultural dynamic. In business for close to fifty years I see it every day. Business leaders, educational leaders and politicians are validated by their negotiating skills. Bullies are validated by their perceived conquests. Then they are supported, exonerated and even encouraged by the senior "I win, you lose" personalities.

"We win" has lost its meaning.
